After some research, I realized that those problems only happening on Windows10. I installed Windows7 and surprisingly I didn't have any launching/freezing problem. So finally the answer is, Silkroad Online has some compatibility problems with Windows10. 

If it's possible, install Windows7 on your machine. This is the all support I can do. JCPlanet/Joymax have no idea about what's going on.

win 10 son güncelleme sonrası sro client ya hiç açılmıyor yada çok uzun denemeler sonrası denk gelirse açılıyor oyunda win uyumsuzluk problemi başladı güncellemeyi yapana kadar hiçbir problem olmayan pc güncelleme sonrası yanıt vermiyor diyerek hata vermeye başladı nasıl çözerler yada umurlarında olurmu bilmiyorum ama güncellemeyi yapan herkes bu duruma düşecek

Guys, replace sro_client.exe with old one if you have more client launching problem. Old one works at least better than last sro_client.
